Unskip tests for crbug.com/453711161
For fresh throttlers the scheduled process runs immediately and clears
Throttler.process. When the resize observer runs, there is nothing to
yield too. I am not sure if the fresh throttlers are a real issue at
runtime so I opted into seeding the throttlers so they do not run the
process instantly.
