Request for comment: "Baseline" Issues and Adorners

Last one for the week. :)

Building alongside DOM Semantic Error Adorners and "Get to Issues Clean," I'd like to invite you to please review and/or comment on one final explainer, "Baseline Issues and Adorners." 

At BlinkOn, both Andrew and I chatted with Kadir Topal about whether leveraging Baseline as a data source for presenting potential problems with an application would be practical. Edge has had similar functionality but, frankly, it's probably a bit out of date at this point, and we'd like to move forward from that. 

I think this is the last item around Issues that we're currently putting on the radar; but I wanted to make sure that this was circulated so that we could articulate our full vision across all of the broader Contextual DOM Hints metaproject, even if this and the "Get to Issues Clean" project are not quite so fully baked as the adorners project.
