Chrome devtools device list?

I struggled searching the Chromium source for Chrome's devtool device list, so I'm not sure if it's a Chrome-specific addition? Regardless, I am wondering how Chrome's devtool device list is maintained (source, frequency, inclusion/exclusion criteria, etc), and others seemingly have similar unanswered questions: https://softwarerecs.stackexchange.com/q/79936/chrome-dev-tools-default-mobile-device-list-update

You can find the list of default devices in EmulatedDevices.ts.
