Hey everyone,

I've written an explainer describing a feature we'd like to introduce to effectively identify detached DOM elements to prevent memory leaks. We're planning to make it an intern project and let the intern work on it over the upcoming summer. Any feedback is welcomed!

Thank you all for the feedback in the detached element tool explainer! We updated the design based off all the inputs in mind, and here's a quick summary of what changed:

- Instead of creating a new CDP command, extending the existing takeHeapSnapshot CDP command to support the scenario.

- Instead of placing the tool in element panel side pane, placing it as part of the addition to the existing memory panel.
