[PSA] npm run lint

Hey folks,

With https://crrev.com/c/5796886 I'm introducing a new `npm run lint` script, which takes an optional list of files, folders, and glob patterns, and supports the `--fix` / `--no-fix` parameter. This automatically filters the provided inputs and runs .ts/.js files through ESLint and .css files through stylelint. I'm planning to remove all the `npm run check-lint*` scripts as well as the `scripts/test/run_lint_check*` support files in follow up CL. 

Please start using `npm run lint` instead of the `npm run check-lint*` scripts going forward, and let me know if you run into any issues. The PRESUBMIT.py is already updated to use the new script.
