Enabling misc-misleading-identifier and misc-homoglyph in clang-tidy

Hi all,

I'm planning on enabling misc-misleading-identifier and misc-homoglyph in chromium's clang-tidy profile. Together, these should help defend against various forms of Trojan Source attacks. I tested these lints for Chromium Browser and, unsurprisingly, there were zero occurrences which tells me that the noise from this should be very low.

Does anyone have any concerns on moving forward with this?
