Discontinuing Qualified/Rejected log announcements

Hi folks,

Chrome's CT team is discontinuing our announcements highlighting when new CT logs transition to Qualified or Rejected.

Logs transitioning to Qualified/Rejected will still be visible in our published log list. Interested parties can also subscribe for more granular updates to individual CT inclusion bugs.

We will still announce changes to log state due to log misbehavior or as a result of other policy action (e.g. log Retirements). We may also still announce exciting changes to the set of CT logs, such as new operators.
