Cloudflare logs MMD

Hi all,

As a result of the recent Cloudflare outage[1] it appears as if all Cloudflare operated logs have missed their MMD, and as such should be transitioned to rejected.

This issue has been acknowledged by Cloudflare and further conversation will take place in response to their updates, but I wanted to specifically note that according to the Chrome CT Policy, transitioning to Rejected is not the expected outcome for log incidents. Information on CT log states as well as what conditions trigger transitions between states can be found here: https://goo.gl/chrome/ct-log-states
