2021-12-08 Oak CT log shard maintenance

Hi everybody,
Let's Encrypt is planning maintenance on all existing Oak CT shards; 2019, 2020, 2021, 2022, and 2023. We're reserving a 1hr block of time from 2021-12-08 19:00 UTC to 2021-12-08 20:00 UTC during which all shards may be inaccessible.
Details of this maintenance include using a separate database containing only Oak 2022 and 2023 shards. Oak 2021 will remain on the legacy database until the shard ages out and is "retired" at 2022-01-07 00:00 UTC. The 2019, 2020, and 2021 shards will eventually be deleted at a later date by virtue of destroying the legacy database.
