Removal of uptime.csv

Hi folks,

In Dec. 2023, we announced changes to how we monitor logs for compliance with Chrome's CT log policies. At that time, we announced that we would eventually stop publishing uptime.csv.

Later this week, we'll follow through and remove uptime.csv. min_uptime.csv is in the exact same format and will remain available. Please see the original announcement for additional details, such as full URLs and rationale.
