Unable to create a snaphot, Windows 10, VirtualQueryEx - Access denied

Hi,

I'm creating a crash handler, and every time I try to create a snapshot I get an access denied error from VirtualQueryEx.  The handler has elevated privileges and SeDebug permissions set on its token.  I've verified that the crashing process is opened with ALL_ACCESS.
