Seeming mismatch in clang/bindings/python for LLVM-11.0.0

There appears to be a mismatch in LLVM-11.0.0 for AST node numbers for

CXX_New_Expr. I have documented this in this post:

This appears to be due to https://reviews.llvm.org/D60193

Besides breaking the Python bindings, those node numbers are not
supposed to change at all :(
