Commit message:

[remoting] Force UTC timezone for Debian changelog date

Using `date --rfc-email` without the `-u` flag uses the local timezone
of the build machine. This results in different changelog strings (e.g.,
"-0800" vs "+0000") depending on the build environment's configuration,
which breaks binary reproducibility.

This is a follow up on https://crrev.com/c/7165027.
