[remoting] Add boilerplate migrate_host binary for Linux
This CL adds a boilerplate 'migrate_host' binary to the Chrome Remote
Desktop host on Linux. This binary will be used to handle migration
between the single-process host and the multi-process (GDM-managed)
host.
Changes included:
- Created a new 'migrate_host' directory with boilerplate
implementation.
- Added 'migrate_host' to the Linux build targets and installer.
- Integrated 'migrate_host' into the .deb package build process.
- Updated documentation in architecture.md to include instructions for
adding new binaries, specifically emphasizing the need to clarify
target platforms and update Linux-specific build targets.
