Commit message:
Handle IqStanza fields for FTL protos in signaling
This change will update the FTL signaling stack to handle incoming
signaling messages which use either serialized XML or structured proto
fields and will populate both XML and proto fields for outgoing
signaling messages. This means M148 will be the first release which
can support proto based signaling for clients which use FTL.
