Deprecate obsolete Privacy Sandbox preferences

Deprecate 18 unused Privacy Sandbox preferences across
components/privacy_sandbox and chrome/browser/prefs following
Chromium pref deprecation guidelines:
- Remove obsolete declarations and registrations from
  components/privacy_sandbox/privacy_sandbox_prefs.{h,cc}.
- Register obsolete pref clearing in MigrateObsoleteProfilePrefs
  in chrome/browser/prefs/browser_prefs.cc.
- Clean up obsolete StateKey and OutputKey entries in test utils.
- Retain active preferences used by extensions, enterprise policies,
  and account capability latching.
