Commit message:
Split Element::HandleInterestForHoverOrFocus.
Element::HandleInterestForHoverOrFocus is effectively two different
functions, distinguished by the boolean argument. This splits it into
two separate functions. (This will make it easier to add code to this
for menu safe triangle handling.)
