Chromium takes a dependency on WinAppRuntime 2.0.1, which per [ONNX Runtime versions shipped in Windows ML](https://learn.microsoft.com/en-us/windows/ai/new-windows-ml/onnx-versions?tabs=winml2) comes with ORT 1.24.
Can you please check whether the CPU EP supports int32 now? If so, we can remove this allow list altogether.

Just checked in the onnxruntime repo. CPU EP does support int32 input for dequantizeLinear since ORT 1.24.
Will remove the allowlist then
