turn off chromium-os-checkins/chromium-os-reviews notifications
These mailing lists have run their course at this point. The project
is no longer small enough to be able to pay attention to every single
CL landing in the project, so it's doubtful anyone cares anymore.
Developers can enable personal notifications in their account settings
on a per-project/etc... basis.
