Change subject: Add camera test fixture calibration tool

Add camera test fixture calibration tool

The tool will only be used when the partner need to convert
one machine into the test fixture calibration machine. It
will replace the original factory_Camera test and provide
realtime feedback for the engineer to tune the test fixture.

BUG=chrome-os-partner:15996
TEST=Manual on devices and test fixtures.
