Chrome OS channel change procedure change ?

I've seen two instances now where a user has been on CrOS vers. 55.0.2878.0 dev (64-bit) and can't change to a more stable channel/version immediately (with a powerwash).


Both are seeing the following when trying to change channels -

Channel change will be applied later.
You are changing to a channel with an older version of Chrome OS. The
channel change will be applied when the channel version matches the version
currently installed on your device.
]

In one instance, it also has been reported that the option to powerwash has been removed from Settings and the key-combo is disabled -


I just now tried to do a revert. I held down ctrl + alt + shift + R for 30 seconds and the Powerwash screen never appeared.

Furthermore, Powerwash is missing from my Settings:


Also, once they've 'switched', the version and channel info. shows the following -

What's troubling is that these are two very different Chromebooks.
One is an ASUS Chromebook C300 (quawks/rambi) and the other is an Acer Chromebook 14 (edgar/strago) but both are on 55.0.2878.0 dev (64-bit). 
So it seems this 'feature' maybe coming down the pipes on at least a couple of completely different CBs, maybe more - or all of them I'm afraid. 🤔

I'm a TC in Chromebook Central and if this is really happening we get need to get ahead of this thing and try to find the best way to explain it to our users.

This issue is being handled as a crbug now: "Channel change will be applied later"
If you're interested, star the issue.
