Google Home does not run Chrome OS.  neither does Chromecast.

Google did at one time say that the first Generation of Chromecast was running a simplified version of ChromeOS but modders have found that the Operating System is closer to Android - specifically influenced from the old Google TV units. Google Home also uses a OS based on Android - I doubt we will see the sources for any of these devices. 

I do know the Google OnHub/Google WiFi Routers do actually run a special build of ChromeOS - but the overlays are not public as far as I am aware of

Yes, but the overlays are not in /src/overlays/ (looking for gale, arkham, or whirlwind has nothing)

yes, unfortunately at one point someone said Chromecast was running Chrome OS when it wasn't.  it was in reference to internal work/plans to change Chromecast over, but those plans ended up not happening.

the jetstream overlays aren't currently public, but we're trying to get that going.

that is for Chromecast for sure. I don't know about Google home. but it looks nothing like Chromium OS.
