Voice input (dictation) not triggering on the 1st try most of the time

Search + d used to trigger voice input accessibility feature (voice IME, speech-to-text input) every single time. But about 2 months ago, hitting Search + d makes the input icon light up, but the "talking progress" animation at the cursor does not appear, and no transcription occurs.

Toggling it off and back on again gets it to work.

This is a regression in the Voice Typing subsystem.

For some reason it coincides with time. If I am triggering it several times within 1-2 minutes, it works on the first try, but if I do other things and it sits for too long, it again fails to trigger on the first try.

It happens on all my ChromeOS machines now (brya, jinlon, strongbad)
