32-bit or 64-bit

What determines whether a Chromebook is 32 bit or 64 bit? I thought all platforms had moved to 64 but the Samsung Chromebook Plus is showing 32-bit on the Beta channel.

It's a 64 bit kernel with a 32 bit userspace for lower memory usage. I was swapping a lot on my Plus with Android running before the change.

ARM systems are all 32-bit userland still.  some have 64-bit kernels though.
