I uploaded an apk file (of some android app I developed) via The ARC Welder app, and when I visit the link in Google Web Store I see a Not Compatible icon, and when I hover over it it says:
This application is not supported on this computer. Installation has been disabled. The following problems are detected:
This app runs only on Chrome OS

I tried both on Chrome and Chrome Canary. I'm getting the same problem on both of them.
Why is this happening and how can I solve this? I want to give the link to people so they can download it.
Tested from Windows 8.1 running Chrome (/Chrome Canary) browser.

Taken from the ARC Welder description:
Introducing ARC Welder -- a tool to help you test and publish your Android Apps to Chrome OS using the App Runtime for Chrome (beta), ARC.
It would appear that the ARC Welder program converts Android Apps to ChromeOS Apps and there is a slight difference between Chrome Apps and ChromeOS Apps.  Wish I had a solution, and maybe there is an easy fix, but I don't have one for you.

I suspect that the only easy fix is to buy a system running ChromeOS.  There are several here: https://www.google.com/chromebook/find/

If you visit ARC website (
https://developer.chrome.com/apps/getstarted_arc ) the very first
thing you would see is "Important: Chrome will be removing support for
Chrome Apps on Windows, Mac, and Linux".

Additionally, on ChromeOS ARC project was replaced with ARC++ project
( https://lwn.net/Articles/701964/ ).
