where are offline apps stored, if no data is stored on the hard drive?

So if no apps or files are stored on the hard drive, where are offline apps stored?  I already know the answer, on teh hard drive, so are they encrypted or something to secure the data? I have a hard time understanding this thing, part of me likes the idea (maybe for my dad or mom), but this thing just seems a little bricked without an internet connection. I think a netbook running Ubuntu is more powerful and flexible, and still secure.

I find most computers are bricked without an Internet connection.  Do mom and dad write kernel code or similar?  What will they be doing without the Internet?

I can't imagine giving the parents a Ubuntu netbook and that really working well for them, but keep your own counsel.  For what it is worth to you, my mom loves the Chromebook I gave her and it keeps Dad from messing things up to the point where no one can use anything (the reason she got one!).
