Hello, can you make an option for the main user on OS Flex in the developer tab to enable Developer Mode? It can be manually enabled here: https://shibumi.dev/posts/enable-developer-mode-on-chrome-os-flex/ but should be an option in Settings, which would enable it without the powerwash of traditional ChromeOS devices, due to security measures being

Just because the entire hardware stack isn't as trustworthy on non-ChromeOS native devices doesn't mean that ChromeOS Flex shouldn't trigger a Powerwash when switching to/from Developer Mode. In fact because they don't have the firmware to warn the user about being in Developer Mode (iirc from the last time I installed an "unlocked" Flex), I would argue it is MORE important that a Powerwash happens so the user's data isn't at risk from somebody with a couple minutes of access to the hardware.

I've been meaning to install Flex again to check out the latest features and compatibility of Linux apps so I might have to give that a shot and see what Developer Mode looks like nowadays.

Also I'm sure those layers of protection are deeply embedded in ChromeOS so just turning them off for Flex wouldn't be easy and would definitely be lower priority if they aren't antithetical to the whole purpose of ChromeOS being a simple and SECURE way for users to access the web and applications.

Well in that case, it should be a hidden keyboard shortcut only available in the OOBE of OS Flex to prevent users from using recovery tools when the BIOS is locked. Despite popular belief, the number of FDE-less devices is huge, especially for older devices. And for you specifically, you should boot into another OS, do those modifications, and return. Regular ChromeOS devices do not have the issue due to FDE

OK, but if you want to require a factory reset to use developer mode on OS Flex, it should only be enable-able via the OOBE to prevent abuse. Flex doesn't need a recovery mode so the OOBE is the best method of implementation.
