Bootable usb from chromebook utility

I recently needed a Boot-able USB for a project and haven't been able to make one in the past i know you can use the Chrome recovery utility to make one is this still the case are there more steps now?  Note it's for Windows 10 > PS I am not sure if I am in the right discussion board if I am wrong sorry.

If you are using an ISO disk image then you just rename the iso file to bin and use the recovery tool and select the menu in the upper left and choose Ues local image and select your nin file
