why isn't my BIOS menu opening on my Asus c523na chromebook

I need windows ten for a project and when I go to open my BIOS menu it flashes a black screen and/or if I use the recovery menu it does not allow me to use Ctrl+u. I have used the "crossystem dev_boot_usb=1" command to enable the USB booting but it still isn't working.
