I bought my son a Chromebook to code on at home, and we checked and its hardware supported "Linux Mode"(or Crostini). We enabled Family Link and he now cannot use the mode. We found the reason for this and we as a family would like a toggle in Family Link or administrater/controller dashboards for enabling and disabling Linux for devices and accounts. Thanks! We hope that this toggle for Crostini will soon become a feature! :-)

Hi. With Family Link enabled, there is currently no possible way to use Linux/Dev Mode settings, as it could be used to bypass Family Link. I would recommend that if your child is older than 13, to disable Family Link, and find another solution, or give the Web version of Visual Studio Code a try. It doesn't have all the same features, but you can still code.
