Supervised user account: disable developer tools

Is it possible to disable developer tools for a supervised user on a Chromebook? Chrome.com/manage does not seem to have this ability.

When you right click in the browser. "Inspect element" I know how to do so on an Enterprise account via admin console but a forum user is asking if it can be done on a personal Chromebook with a supervised user.
