Can't get past "Chrome OS verification is turned off"

I'm running through the steps on this page, but I can't seem to get past the screen with the ascii laptop and hand, I've tried hitting ctrl+D, I've waited half an hour. Going to the f2 terminal does nothing, it doesn't respond. Switching back from Dev mode lets the computer run fine. I just updated the OS and I can't figure it out

then follow the directions.  ctrl+d is instantaneous ... there's no need to wait even 1 minute.
