Chrome Page Preloading: Policy to Disable?

I was looking for a way to disable page preloading as a policy in Google Admin, but learned it doesn't exist. What's the feasibility of a setting like that being made?

Seemingly out of nowhere, an entire search will be blocked if ANY resulting link is blocked by our webfilter. Disabling preloading fixed this, but I can only send instructions to students for the time being.
