ASUS C202-SA Won't load Terra Firmware

I have a ASUS C202-SA that I bought as a reconditioned unit.  When I powered up I got the message "Chrome OS is missing or Damaged."

I created an image of Terra C25-D3C-A2M-A9U on a Kingston 8GB flash drive and tried to boot but got the message in the attached picture.  I tried it again with another flash drive and got the same message.

Does anyone have any suggestions on why the Chrome OS is not recognized?

7287.136.0 firmware is pre mass-production firmware. You can't boot a regular Terra recovery image in recovery mode because your FW has the wrong keys.

If you just want something to hack on, you can try putting the device into dev mode and try booting from internal storage. If you want to use this device for anything serious, I suggest to send it back. No consumer device should have that FW - someone screwed up.
