Custom Chromium OS image build

Greetings.

We are looking for someone we can contract to build a basic Chromium OS image for used Chromebook tablets. Our test/pilot device is a Lenovo Chromebook 10e tablet. (a used tablet with at least a 10" screen that can be purchased for $50 or less) The goal is to provide a low-cost tablet that can access websites for basic use cases. (so we don't want/need all the google apps and other services)

Any skilled Chromium OS developers out there that can help us without breaking the bank? (or help us establish a realistic budget so we can raise the funds?)

Since they are ARM64 tablets I don't think there is a ChromeOS Flex build for these, but postmarketOS would likely work quite well and be easy to maintain for longer without constantly needing to rebase on ChromiumOS.
