A question in README.disk_layout document

I have a question about the diagram that is between the line number 297-303.

Does that mean, 

LOCAL COMMON inherits from PARENT COMMON directly? 

or LOCAL COMMON inherits from PARENT USB & PARENT BASE both?

My understanding of this would be that the overlays on the left are the overrides, they determine the final values, if you have a 'local common' it will override anything from parent USB or parent Base or parent common that "matches", but a more specific local USB partition definition will override local common.
