PSA: Chrome logs to /var/log/chrome on test images

TL;DR: Chrome now logs to a single location (/var/log/chrome) on Chrome OS Test images.

On Chrome OS, Chrome logs to /var/log/chrome while not logged in, such as on the oobe/login screens. Post-login, it switches logging to /home/chronos/user/log/. This protects user logs by saving them inside the encrypted cryptohome, but is a frequent source of developer confusion and irritation since the logging flow is split between 2 locations, one of which can only be accessed while logged in.

With 1453044, chrome doesn't redirect logging post-login on Chrome OS test images, which are intended for development only, so all logs are available in /var/log/chrome. 

928547 tracks the issue if you have concerns.
