How can I make local account system on Chromium os

I want to make a chromium os without any cloud service to secure my account. Also my goal is using via chromium with local account because bunch of people want to use chromium os but they can't log in their accounts (last updates blocks chromium os unlimited/original google api. Therefore they must use chrome os or different builds)

You guys can help me to find any code or source to learn I need to know?
