seeing "Generating locale-archive ..." from cros_sdk

I see this message whenever starting cros_sdk:
* Generating locale-archive: forcing # of jobs to 1

This is relatively new; does anyone know what's causing it?

it's generated by the tool used to make sure your active locale is available inside the chroot. someone mentioned it before, but no bug has been filed to track.
