What steps will reproduce the problem?
1. Install test image for 0.9.98.1
2. Go to Settings > Under the hood > Privacy
What is the expected output?
Option : "Help make Google Chrome ........usage statistics and crash
reports to Google" should be selected by default.
What do you see instead?
Option to send crash reports is not selected by default
Please use labels and text to provide additional information.
Same issue with ChromeOS 0.9.100.0 - Chrome 8.0.552.17 build. Send Crash
reports option is not selected by default.

what was your selection on OOBE screen? the value in options should just
reflect that

is this something that is specific to test images only?

Jasneet, does it mean build was auto-updated?
I could not reproduce this issue.
Repro steps I've tried:
1. Boot with fresh official image (locally built)
2. Leave stats/crash reporting on during OOBE
3. Login / check that it's enabled at Settings > Under the Hood
4. Create new image on dev machine
5. Trigger auto update (About Google Chrome OS > Check for updates)
6. Update is installed / reboot system
7. Check under Settings > Under the Hood that crash reporting is still
enabled.
Are you using test image? What are the exact repro steps?

The build was not autoupdated. I installed the image on machine. For
today's build 0.9.108.0 - the issue is still reproducible. I had 0.9.106.0
build previously which had option to send stats on. Then I manually
installed 0.9.108.0 build and the stats option is not on.
Repro steps - install a test image manually and stats to send crash reports
should be on.
is this happening with the official images or just test?

Official build - test image.
Test image has configured in a way that
- it always starts with legacy login screen
- it deletes Local State on each boot
I'm not sure that we need to test this flow: installing official test image
over another one.
Flow that is more important is about is auto updating official (not test)
image. That preserves stats/crash reporting setting as well as others.
If you install official image (non-test) over existing one that would mean
a fresh installation. After installation it will start with OOBE.
In official builds (prior to chromeos 0.9.98.1 build/chrome 8.0.552.12),
installing test image always had option to send stats on by default. This
is a regression which started happening in recent builds.
