What steps will reproduce the problem?
1. Use headphones
2. Reduce the volume to minimum setting
3. Volume is still too hight

Haven't tried those, did test with QC3s which I would hope are
similar. There is an extra 4dB at the bottom, Chrome skips from "4"
to "0" with the volume keys (you can get to "1" it if you are good
with the mouse). If you file a bug I can move the -67dB step up to
volume level 4 so it's easier to get to.
