What steps will reproduce the problem?
I had a chat panel open... at one point I minimized it, then later Zel
replied to my message and I saw the titlebar appear. I don't believe it
was at this funky 80% height right away but after a while I looked back at
the titlebar and noticed this wrong placement. See the screenshot.

I'll follow up if I see any repro of this.

This is a bug with the panel pop-up I think Steven implemented this.
