Write a one stop doc that goes through all the steps that we do to figure
out what is wrong with a particular BVT run. As this grows we will look for
ways to make this bubble up in a more sheriff friendly way.

This should include things like:

What systems are invovled:
What daemons are involves.
Where all log files are.
Tell tale signs that we look for.
General debugging techniques used (like running the suite out of band).
