'Speech Synthesis API' does NOT work well on new Chrome and Windows7.

Hello,

I made a webpage which can speak text in Japanese using 'Speech Synthesis API'.

Windows10 + Chrome --> It works.
Windows7  + Chrome --> It works in English.
BUT
Windows7  + Chrome --> It doesn't work in Japanese and other languages without English.

When using older Chrome, it worked in Japanese too in spite of Windows7,
but after updating Chrome 48, it doesn't work suddenly.

Code is simple and I changed only language parameter.
-- Smaple -- (javascript)
var msg = new SpeechSynthesisUtterance(
    'こんにちはhello'
);
msg.lang = "ja-JP"
speechSynthesis.speak( msg );

When on Win10, it speaks full in Japanese 'KONNICHIWA HALO'
But on Win7 it speaks only English part 'hello'.

Please help with some advise and information, or I'd like to know whether it is BUG or not.

Platform inconsistencies do sound like a bug.
You can search crbug.com for an existing issue and star it. If you cannot find one, file a new issue using the "New issue" link on the same page.
Please, do not add a "+1" or "Me too" or "Confirmed" (or similar) comment. It just wastes the time of Chrome engineers and sends unnecessary e-mails to all of the people who starred the issue.

You can reply with a link to the found or created issue and might get triaged (and fixed) faster.
