Disable hardware acceleration programmatically

I want to disable hardware acceleration(DXVAVDA) for video decoding for my site
Any hacks?
At the moment, stable chromium has a bug in DXVAVDA
How do I do it via flags etc. I know

Previously, HA was disabled if the video height was less than 720px.
This feature was disabled in August.
