What tools/IDE's do I need to make Chrome, Android, and Google TV games?

Hey guys, I am getting out of school this summer and I want to learn HTML5 Javascript game development for the Google Platforms above. I just don't know where to start, which IDE should I use? What framework/API's are available? Are these tools cross-platform to the Google devices above? Your help is very appreciated!
