Text-to-speech in the Web Speech API?

I tried searching but could not find anything, here or over at Google. So how do I do text-to-speech? Preferably Google Now like voice.

Overview here seems to indicate that the text-to-speech API of the Web Speech API is not implemented in any browser:

However, Chrome has a tts extension that you can use and that does speech synthesis: http://developer.chrome.com/extensions/tts.html .

But I am not in an extension environment. I want to use it in a web app on localhost. Any idea when will it be implemented?

The Bing Translate API has a Text to Speech feature which works quite well and is documented/supported. 

I put together a Ruby/Sinatra demo that uses it - http://bing-translate-tts-demo.craic.com/

It would great if Google made it's equivalent available to developers (as an API, not a browser extension)

The Web Speech API describes part of a text to speech API, which is currently being implemented as an experimental feature in Blink.  See the following document for more information:

Only the speech to text part is implemented. The text to speech part is being implemented, as Peter indicated.
