Secure Shell (stable) updated to 0.70

i've just released Secure Shell (stable) 0.70 which drops NaCl & upgrades OpenSSH to 9.3p1.

i've finally updated OpenSSH to a newer version -- 9.3p1.  we were on 8.8p1 for the longest time.  if you haven't already, please see the upstream release notes:

i don't plan on releasing any more stable updates this year.  i have OpenSSL 1.1 & OpenSSH 9.9 upgrades to land & i want to give them time to bake in dev channel before pushing out fresh in Jan.  and i think people prefer to have something stable rather than shiny through the Nov & Dec holiday seasons here in the US.

OpenSSH 10.x is pending after that, but it seems to crash when talking to OpenSSH 10.x servers, so i need to debug that further.

for folks looking for mosh, i spent more time reworking the build & package integration so as to not break OpenSSH again, so that part i think is "done".  the final piece is integrating it into the UI which i haven't gotten to yet.
