Secure shell extension help in charset

Good afternoon,
I need help, I have the source code with me and I would like to add it to ISO 8859-1 because I work with thousands of Linux servers already configured with a specific charset and the UTF-8 is not working with the original extension, so I need of guidance/tips for development, I would provide support on the charset, as more than 80 team partners would use this charset with me.

Any tips/help I welcome.
