Updated Proposal: Debug WebUI For Tabstrip States

I hope this email finds you well. Thank you for the feedback on my proposal for the "Debug WebUI For Tabstrip States" project, particularly Shiblik Mohapatra’s comment requesting more technical details on the WebUI and its interaction with the tabstrip.

I’ve revised the proposal to address this feedback by expanding the “Technical Approach” section. The updated version now includes:
- Detailed implementation plans for the WebUI, with sample HTML, CSS, and JavaScript code for the chrome://tabstrip-debugger page.
- A C++ TabstripDebugWebUIHandler to manage communication between the WebUI and TabStripModel, including sample code.
- Real-time updates and potential session restore integration, though I’d appreciate clarification on whether session restore is a required feature for this project.
